A petty tyrant (gladiator) rules his populace through threats and intimidation. His favorite pastime is forcing unwilling subjects to fight in gladiatorial blood sports.

The case is being handled by a fearsome crew with obvious scars of battle

who are clearly making sure nothing is done in solving it

and yelling to everyone trying to share details.
